Campaigning at Taxpayer Expense?

I forgot to mention one item in my last mail call.... I received an "Annapolis Report" mailing from the incumbent District 39 legislators (Senator PJ Hogan and Delegates Charlie Barkley, Nancy King and Joan Stern). It is my understanding that the piece is produced and mailed at Maryland taxpayers' expense to basically offer a summary of what the legislators feel were their key accomplishments during the previous General Assembly session.

It doesn't overtly say, "Hey, vote for us!" but with the timing of its release just three weeks from the election, does anybody really think it's anything other than campaign propaganda?

You want to send me something at the end of every session? Fine. But don't wait until just before a contested election and use my taxes to advertise your campaign!
